's economy has grown quite well every year, with an economic growth rate of 11.39%/year; total GDP in 2012 reached 406.62 billion VND (1994 price), an increase of 2.77 times compared to 2003; average income per capita in 2012: 7.53 million VND (1994 price), an increase of 2.5 times compared to 2003; The economic structure has shifted towards increasing the proportion of industry, handicrafts and services, specifically: the proportion of industry and construction in 2012 accounted for 6.22% (4.7 times higher than in 2003), the service sector accounted for 19.26% (1.5 times higher than in 2003); the rest was agriculture, forestry and fishery, accounting for 74.52% (11.67% lower than in 2003 due to structural change). In 2012, the industrial production value reached 140.86 billion VND, 20.83 times higher than in 2003; Up to now, the district has 86 companies and enterprises, an increase of 69 enterprises and 929 business households, an increase of 558 households compared to 2003.
The strength of the district is its young, abundant labor force, naturally endowed with large, fertile land and a temperate climate suitable for cultivating valuable crops (rubber, pepper, cocoa, fruit trees, etc.). In recent years, the district has focused on agricultural development, the area and output of industrial crops have increased significantly. The total cultivated area in 2012 reached 23,496 hectares, an increase of 7,781 hectares, of which the significant increase was the rubber area of 10,510 hectares, an increase of 7,209 hectares compared to 2003; creating jobs for 1,995 local workers.
When the district was first established, most of its infrastructure was degraded and makeshift. After 10 years of construction and development, Bu Dop district has now had many clear changes, favorable for production development and investment attraction. The total capital for basic construction investment concentrated in 10 years has been invested by the province with 151 billion VND. In addition, many Government Programs such as 134, 135, 160, 168... have been directed to be effectively implemented, including the solidification of schools, solidification of canals, rural roads, district and commune offices and the program of supplying domestic water to people... Especially the national target program on new rural construction implemented from 2011 to present in 02 key communes (Tan Thanh and Thien Hung communes) has brought about practical results (the total capital of the new rural program invested is 7.1 billion VND to build infrastructure, invest in production and serve people's lives). The rapid development of infrastructure has significantly contributed to changing the rural appearance of the district; The district bus station has been invested in to create conditions for circulation, exchange and purchase of goods between the locality and other districts in the province and neighboring districts of Cambodia; Realizing the importance of grid electricity and information exchange in life, over the past 10 years, the district has promoted investment in this field. Currently, the national grid has been extended to 100% of commune centers, 51/52 hamlets have electricity, 11,768 households use electricity, accounting for 87.5% of households in the area; the rate of landline telephone usage is up to 17.56%.
In the field of culture and society, remarkable achievements have been made, many key projects have been invested in construction such as: Multi-purpose gymnasium, children's house, Monument to heroes and martyrs serving the spiritual and cultural life, taking care of people's health. Sports, cultural and artistic activities are organized regularly and increasingly developed among the masses. The movement "all people unite to build a cultural life in residential areas" is supported by the people, contributing to promoting solidarity and preserving and promoting national identity in the district. The field of education is more concerned to improve the intellectual level of the community: The network of kindergartens, nurseries, primary schools, secondary schools... is invested in building to remote villages and hamlets, creating conditions for children to go to school (The district has 26 schools with 12,779 students at all levels). Every year, 95-98% of school-age children are mobilized to go to school, the rate of students passing the next grade is over 95%, the graduation rate of primary and secondary schools is 100%; high schools with 95% of students passing the graduation exam, completing primary school illiteracy eradication and maintaining universal secondary education; there are 02 schools meeting national standards level 1; Medical facilities from district to commune levels are invested in construction (Medical Center project, construction of a 70-bed general hospital, commune health stations); up to now, 7/7 commune health stations have met standards in terms of facilities; 5/7 health stations have met national standards in terms of medical staff; advocacy and propaganda work has been promoted to influence people's awareness in implementing family planning.
In order to effectively implement social security work, the district pays attention to taking care of policy and social beneficiaries in the area, and policies are resolved promptly; Issuing free health insurance cards, regularly visiting and encouraging policy beneficiaries and people with revolutionary contributions during holidays. Mobilizing the construction of 74 gratitude houses (total value of 1 billion 860 million VND) and 814 charity houses (total value of 11.7 billion VND); Granting residential land to 460 ethnic minority households (according to Program 134/CP) with a total area of 268.83 hectares, helping ethnic minority households stabilize their lives and develop production. With active and synchronous solutions, the number of poor households has decreased significantly, currently only 954 poor households (3,551 people) accounting for 7.14% of the district's population (calculated according to the new standard), down 19.43% compared to 2005 and near-poor households are 1,427 households, accounting for 10.85% of the district's population.
National defense and security are ensured. Foreign affairs with the authorities and armed forces of neighboring Cambodian districts are well implemented; Building a national defense foundation associated with the people's security posture. Strictly maintaining the regimes of command, combat, and combat readiness; Annual military mobilization and recruitment work always achieves 100% of the target assigned by the province.
However, looking back at the past, there are still some goals that the Resolution of the District Party Congress has set out but have not been completed. The growth rate is unstable, the economic structure is slow to change, agriculture still accounts for a large proportion (Agriculture, forestry and fishery accounts for 74.52%), the level of development is not high, the potential strengths in the fields of agriculture and labor as well as other potentials of the locality have not been fully exploited; infrastructure has been invested but has not met the actual requirements of the new district; the implementation of new rural planning in 02 key communes (Tan Thanh and Thien Hung communes) is still slow; poverty reduction is not sustainable; there is a lack of highly qualified medical staff; the education sector is still facing difficulties, the situation of students at all levels dropping out of school but there are no effective solutions.
On the basis of inheriting and promoting the achievements in the past 10 years, the Party Committee, government and people in the district are determined to unite and successfully implement the Resolution of the 9th District Party Committee for the 2010-2015 term. With the main goal of promoting comprehensive and synchronous socio-economic development; maintaining sustainable socio-economic development. Striving to achieve a total income of over 503 billion by 2015, an average growth rate of 12.5%, and an average income per capita (1994 price) of 8,871 million VND/person/year; Implement economic restructuring in accordance with the direction of the Resolution of the District Party Congress to gradually increase the proportion of the industry and service sector, specifically: agriculture, forestry and fishery 68%, industry and construction 10.5% (up 4.28% compared to 2012), trade and services 21.5% (up 2.24% compared to 2012); effectively use budget revenue sources, save 10% of expenditure, prioritize development investment expenditure, ensure social security, maintain national defense and security, strengthen friendly relations with neighboring districts sharing the border; continue to consolidate the national defense, build solid defense zones in key areas, create a people's security posture, ensure democracy in all situations; Consolidate the political system from district to grassroots level to be clean and strong, contributing to the successful implementation of the goal of "rich people, strong country, democracy, fairness, civilization"
